2 Ki 23:33 where Pharaohnecho put Judah under tribute; Ezra 4:13 problem in Ezra’s day

So: Israel was under tribute while Rome was over them and the citizens had to pay; Jesus knew that they should be free but when questioned about it he did not subvert the government Matt 22:17-21 – Paul requires this of us today Rom 13:6-7
