In 1 Sam 9:1-27, Samuel was indeed a true prophet if the Lord and he had some outstanding characteristics:
He was:
Honorable – v.6 – 1 Tim 3:7 – he had not destroyed the reputation of his office like the sons of Eli had done
Truthful – v.6 – Deut 18:20-22 – all that he saith cometh surely to pass – men could count on his word and prophecies to come to pass as he said
Circumspect – v.12 – he made sure to order the sacrifices of the people on the high places because he knew the propensity of the people to worship false gods – he wanted to keep that from happening
Faithful – v.15 – he was a man who communed with the Lord and with whom the Lord spoke [Rom10:17]
Providential – v.18-20 – he waited on God’s timing and circumstantial meetings
A Preacher – v.27 – he could show Saul the word of God – so not only did he receive it but he could also tell folks what the Lord had said
